Working consultations on the development of the National Innovation Strategy of the Republic of Kazakhstan (with an intellectual property component) were held in Astana

From February 3 to 5, 2026, Kazpatent hosted working consultations on the development of the National Innovation Strategy of the Republic of Kazakhstan (with an intellectual property component) with the participation of representatives of the World Intellectual Property Organization (WIPO) and key participants in the national innovation ecosystem.

The event was organized by the Ministry of Justice of the Republic of Kazakhstan with the expert support of WIPO. The purpose of the consultations was to form the conceptual foundations of the future strategic document, taking into account the role of intellectual property, institutional challenges and international best practices.

Chairman of the Committee on Intellectual Property Rights of the Ministry of Justice of the Republic of Kazakhstan Sholpan Abdreyeva delivered a welcoming speech at the opening ceremony. Ilya Gribkov, Head of the Caucasus, Central Asia and Eastern Europe Section, welcomed the participants on behalf of WIPO. During the first session, the goals and objectives of the working consultations were outlined, as well as guidelines for national innovation strategies were presented.

Key presentations were made by Dominique Foray, full Professor (em.), Dean emeritus, College of Management of Technology at Swiss Federal Technology Institute of Lausanne (EPFL), as well as Maegan McCann, program officer (National IP Strategies), office of the Assistant Director General (OADG), IP and Innovation Ecosystems Sector (IES). Subsequent sessions reviewed WIPO's methodology for developing national intellectual property and innovation strategies, data from the Global Innovation Index, institutional framework models, and analytical approaches to assessing innovation potential.

Special attention was paid to the involvement of stakeholders. Representatives of government agencies, development institutes, the scientific and educational community, innovation hubs, business and the patent community took part in the round table and group discussions.

The second and third days of consultations focused on the analysis of system challenges and their prioritization in terms of impact and urgency. The participants worked in parallel groups, presented the results in a plenary format and jointly formed a list of priority issues for the future strategy. Representatives of WIPO noted the high level of engagement of participants and the importance of intersectional dialogue for the formation of effective and sustainable innovation policy.

The working consultations confirmed Kazakhstan's commitment to the development of innovation and intellectual property as key factors for sustainable economic growth and technological development.
