Qazpatent Participated Online in the Seminar “Science at the University: From Idea to Commercialization” at Toraighyrov University

On January 15–16, 2026, representatives of the National Institute of Intellectual Property (Qazpatent) participated online in the activities of the Winter School for faculty members and staff held at Toraighyrov University, Pavlodar, within the framework of which the seminar “Science at the University: From Idea to Commercialization” took place.

The event was aimed at strengthening the scientific and innovation capacity of the university, enhancing competencies in the field of intellectual property management, and developing effective mechanisms for the commercialization of the results of scientific and scientific-technical activities. Qazpatent’s participation in the Winter School formed part of the Institute’s systematic efforts to develop partnerships with universities and research organizations.

A dedicated session of the seminar was focused on intellectual property (IP) management issues, during which Qazpatent experts presented current approaches to the legal protection and commercial use of the results of research and development (R&D).

The seminar opened with a keynote address by Aydyn Kydyrbayevna Artykova, Deputy Director of the National Institute of Intellectual Property. In her speech, she emphasized the importance of intellectual property as a key driver of scientific progress and economic growth, highlighted the high level of inventive activity in the Pavlodar region, and presented statistical data on the registration of intellectual property objects in the region. She also outlined promising technological areas aligned with the needs of industry and regional development policy priorities, and highlighted the potential of the Pavlodar region for the registration of geographical indications as an effective tool for developing regional brands and increasing product value added.

A presentation on the specific features of intellectual property management in universities and research organizations was delivered by Nazifa Baktybayeva, Head of the Patent Research and Technology and Innovation Support Centers (TISC) Coordination Department at Qazpatent. Her presentation addressed the key stages of IP management in the university environment, issues related to the patenting of R&D results, as well as the importance of developing and updating intellectual property policies in higher education institutions, taking into account the region’s high inventive activity and industrial demand.

It was also noted that Toraighyrov University is a member of the Technology and Innovation Support Centers (TISC) project, coordinated by Qazpatent, and actively develops services in the fields of patent information, legal protection of R&D results, and commercialization of scientific developments. The TISC Coordinator at the University is Alexander Pavlovich Abramenko, Patent Attorney of the Republic of Kazakhstan and patent specialist at Toraighyrov University.

Practical aspects of technology transfer and the disposal of rights to industrial property objects were presented by Sayat Asanovich Shiderbekov, Head of the Division for the Registration of Agreements on the Disposal of Rights to Industrial Property Objects at Qazpatent. Particular attention was paid to the registration of license agreements with Qazpatent and their role in the commercialization of existing patents.

During the discussions, participants raised pressing issues related to the formalization of intellectual property rights in line with industrial needs, as well as the need to increase the registration of license agreements as one of the key instruments for introducing scientific developments into the economy.

Qazpatent’s online participation in the Winter School reaffirmed its role as the key national institution in the field of intellectual property, as well as the importance of partnership-based cooperation with universities in building a sustainable innovation ecosystem aimed at advancing science, technology, and regional economic development.
