National Institute of Intellectual Property
On 29 December 2025, the Republican State Enterprise “National Institute of Intellectual Property” (Kazpatent) held an online round table dedicated to the quality of patent application drafting as a key factor for successful technology transfer and innovation commercialization. The event was conducted in a hybrid format with the participation of representatives of the Technology and Innovation Support Centers (TISC) network, patent attorneys, universities, and research organizations.
Special attention during the round table was given to international approaches to patent drafting promoted by the World Intellectual Property Organization (WIPO), including the WIPO International Patent Drafting Training Program 2026, implemented jointly with FICPI (International Federation of Intellectual Property Attorneys).
It was noted that these training courses are aimed, inter alia, at developing the professional competencies of TISC coordinators and specialists, as well as improving the quality of patent documentation prepared within the framework of innovation support centers. Participants discussed the practical value of these programs for drafting commercially oriented patent claims, enhancing the investment attractiveness of innovations, and strengthening business confidence in patent documentation.
The round table also reviewed the results of the national TISC network’s activities in 2025, including:
capacity building of TISC coordinators;
use of international patent databases and analytical tools;
support provided to universities, research organizations, and SMEs at early stages of commercialization.
A separate discussion block was devoted to the priority areas for the development of the TISC network in 2026, including:
expanding the participation of TISC coordinators in WIPO training programs;
deepening best practices in high-quality patent drafting;
strengthening the role of TISCs in technology transfer and commercialization of research results.
Kazpatent emphasized that the development of the TISC network and the enhancement of patent drafting quality are strategic elements of the national innovation ecosystem, aimed at integrating Kazakhstani innovations into international markets and strengthening cooperation with WIPO and international professional associations.
