High-Level Forum on China IP Protection was held in Beijing

On April 20-21, the 2017 High-Level Forum on China IP Protection with the theme of Era of Innovation: IP Protection was held in Beijing.
The forum is organized by the External Bureau of the World Intellectual Property Organization in China in conjunction with the editorial office of the newspaper "China's Intellectual Property News". The event is timed to the World Intellectual Property Day, annually celebrated on April 26.
SIPO Commissioner Shen Changyu, World Intellectual Property Organization Deputy Director General Wang Binying, State Administration of Press, Publication, Radio, Film and Television of PRC (National Copyright Administration of PRC) Mr. Zhou Huling addressed welcome speeches to the delegates of the forum.
In his speech, the head of one of the five largest patent offices in the world, Mr. Shen Changyu, spoke about problems and his vision of the development of the intellectual property sphere.
According to his speech, in recent years, the CPC Central Committee and the State Council attach great importance to the protection of intellectual property rights as the main guarantee of innovative development. Authorized state bodies make continuous efforts to strengthen the protection of intellectual property rights and optimize the environment contributing to economic and social innovation.
Nevertheless, despite China's significant achievements in protecting intellectual property rights, there is a gap between social expectations and declared achievements.
As the main directions for strengthening the protection of intellectual property rights, Mr. Shen singled out 4 points: strengthening the legislative and enforcement framework for the protection of intellectual property rights, expansion of multilateral cooperation in intellectual property protection, a multi-faceted approach to increasing the effectiveness of IP protection, building an intellectual property culture.
500 people took part in the forum, among them intellectual property experts, representatives of the World Intellectual Property Organization, authorized state bodies, famous businessmen, scientists, diplomats, delegates from Saudi Arabia, Cambodia, the United States and other countries.
Kazakhstan was represented at the Forum by the Deputy Minister of Justice Ms. Elvira Azimova.
Speaking with a welcome speech, E. Azimova welcomed the initiative of the World Intellectual Property Organization and the State Intellectual Property Office of the People's Republic of China to hold events of this level on an ongoing basis.
In her speech, the Deputy Minister of Justice of Kazakhstan outlined the main directions of state policy in the field of intellectual property.
In particular, she noted the significant efforts "aimed at strengthening the capacity of the country's patent office through the improvement of legislation and the modernization of its activities, the exclusion of administrative barriers in the process of examination and registration of rights to intellectual property objects, the improvement of ways to protect intellectual property". Speaking about the improvement of national legislation, E. Azimova thanked the experts of the World Intellectual Property Organization, the Eurasian Patent Organization, judges and patent offices of Germany, Japan and France who participated in the discussion of the draft law on intellectual property protection, which is currently represented in the Parliament of the country.
The Deputy Minister also talked about the country's achievements in the field of innovative development and efforts aimed at strengthening the national innovation potential in the framework of the Third Modernization and the upcoming international exhibition EXPO 2017: Energy of the Future.
Thus, she stressed that "according to the global rating of countries on the level of spending on research and development work "Research and Development Expenditure" (UNESCO) Kazakhstan took 69 place out of 91 states… according to the World Intellectual Property Organization within the framework of the Global Innovation Index of 2016, along with India and Iran, Kazakhstan is one of the three regional leaders in Central and South Asia in the field of innovation."
Within the framework of the two-day Forum, there are 6 thematic sub-forums entitled "Protection of intellectual property (IP) on the Internet", "Regional economic development through IP protection", "IP protection for mobile terminals", "Recent trends in WIPO's global service system", "IP protection and Institutional innovation","Protection of trade secrets".
