The delegation of Kazakhstan visited Rospatent

On December 11, 2018, the delegation represented by the Director of the Department of Intellectual Property Rights of the Ministry of Justice of the Republic of Kazakhstan Karlygash Yessembayeva, the Director of NIIP Yerbol Ospanov, the Deputy Director Yermek Kuanytrov and other representatives of the Kazakhstan Office visited the Federal Service for Intellectual Property of the Russian Federation (Rospatent).

The purpose of the visit was the exchange of experience with Rospatent in the field of IP registration, the study of best practices of the Russian Office in the examination procedures optimization, the transition to digital formats in providing services, strengthening cooperation with Rospatent, the Federal Institute of Industrial Property (FIPS) and the Russian State Academy of Intellectual Property (RSAIP) in matters of training and advanced training of Kazakhstan Office examiners, etc.

During the visit, the Kazakhstan delegation got acquainted with the experience of the WIPO Technology and Innovation Support Centers (TISCs) in the Russian Federation, the experience of FIIP in patent examination in the IT field, the experience of Rospatent as an international search authority, and the FIPS Project Office experience.

Following the discussion of the prospects for the interaction of NIIP with the FIPS Project Office, an agreement was reached to hold a seminar / training in Astana in I quarter of 2019.

Rector of the RSAIP Ivan Bliznets noted that the Academy is currently developing an educational course for civil servants of the Russian Federation and expressed readiness to assist in adapting this course for civil servants in Kazakhstan.

President of the Eurasian Patent Office of the Eurasian Patent Organization Saule Tlevlessova, present at the meeting, noted the importance of strengthening cooperation between the offices of the two countries participating in the Eurasian Patent Convention, which will positively affect the development of intellectual property throughout the region.

Head of Rospatent Grigory Ivliev thanked the delegation of Kazakhstan IPO for productive joint work and support for the initiatives of Russia in the framework of the EAPO, as well as at the level of the World Intellectual Property Organization (WIPO), in particular, initiatives to protect the rights of production directors and initiatives to incorporate Russian language as a working in the system of joint patent classification (CPC).

NIIP Director Y.K. Ospanov thanked the head of Rospatent Grigory Ivliev for organizing the bilateral meeting and expressed his commitment to further strengthening cooperation between the Offices of Kazakhstan and Russia.
