National Institute of Intellectual Property
On April 22, 2011 at the building of “Shabyt” capital palace of Arts took place solemn ceremony of awarding of winners of VIII annual “Shapagat” Republican Contest of achievements in the field of inventive act.
Traditionally this event associated with celebrating of International intellectual property Day, which annually celebrates on April 26 – the date when in 1970 entered into force the Convention that established WIPO.
Under Rules of carrying out of Republican Contest of achievements in the field of inventive act approved by jointly Order of Ministry of Justice of the Republic of Kazakhstan № 79 dated 10.03.2010; Ministry of education and science of the Republic of Kazakhstan № 77/1 dated 22.02.2010.; Ministry of industry and trade of the Republic of Kazakhstan № 74 dated 10.03.2010. «About carrying out of annual Republican Contest of achievements in the field of inventive act», the work of participants of the Contest carried out on following criterias:
- “The Invention of the year” nominee (are selected the most effective inventions on specific branches of industry) – high technical level, competitiveness, obtaining scientific – technical and social importance, economical effects with apply of invention;
- “The best woman inventor” (are selected woman - inventor) – high technical level, competitiveness, obtaining scientific – technical and social importance, economical effects with apply of invention;
- “The youngest inventor” (nominee from the young inventors in age 18 – 29 years) competitiveness, obtaining scientific – technical and social importance, economical effects with apply of invention;
- “The most active inventor” (nominee who received the most number of innovation patents and patent for invention) - competitiveness, obtaining scientific – technical and social importance, economical effects with apply of invention;
- “The talented child” (nominee from students and schoolchildren in age 14-18
Whose scientific – research works could be related to the most prospect developments and corresponds to originality criterias). Besides, in this nominee could participate scientific works, overprotected innovation patents of patents.
In accordance with abovementioned Rules in the Contest participated national patent owners, who has valid innovation patents and patents for invention, issued and published in 2010.
On April 2011 at the conference hall State Enterprise “NIIP” the Contest Commission has defined winners names.
Totally by Commission has considered 174 applications, qualified for participation on following nominees:
Invention of the year – 98, the most youngest inventor – 9, the woman – inventor – 33, the most active inventor – 24, the talented child – 10, the man – inventor -0.
In to the contest of this Contest Commission participated representatives of the Ministries: of Justice, of Education and science; of Healthcare; KazAgroInnovation. The Commission minutely and proverb objectively had considered and had analyzed each application, represented to the Contest.
On the Commission member decision were recognized following participants:
1) “The invention of the year” – Vitaliy Kharchenko, title: “Orthopedial apparate for lower limb”;
2) “The invention of the year” - Almat Salgarin, title: “Methods of increasing of security for the fast motion of car engine”;
3) “The invention of the year”- Valentin Dvurechenskiy, title: “Shovel for no-tillage of soil preparation”;
4) “The best woman inventor” – Ulbosun Idrisova, title: “The method of clearing of soil from the pollutions of oil and oil-product”;
5) “The best woman inventor” – Lyutziya Karimova, title: “The method of getting copper powder ”;
6) “The most active inventor” – Sayakhat Nukeshev, 9 inventions in the field of agricultural mechanic engineering”;
7) “The youngest inventor” – Kairat Tabynov, inventions in the field of vetenarian virusology and biotechnologies for getting of vaccine
8) “The talented child” – Asel Kabitova, title: “Getting of fermented milk drink “SOFMAYA”;
Besides, 5 participants of the Contest, who could not be winners but whose works deserve special attenting, were noted by Diplomas for constribution into innovation development of the Kazakshtan, owners who became:
1) Vladimir Shchebentovskiy and Vassiliy Kim, title: “Carbonizate “Rexil” reducer for smelting crystalline silicon”;
2) SE on PVC “Scientific – research Institute of biological security issues” of the Committee for science of the MES of RK, title: “Method of separation and cultivation of gemopoethical steem cell from morrow and funicle/placental blood of the human”;
3) Yelena Kukhar, title: “Stamm of hybryd cultivated cells of animals MUSMUSCULUSL. – producent of monoclonal ahtibodies to polisaccharide antibody Trichophyton verrucosum»;
4) Magauya Cherdabayev, Serik Orekeshev and Bairak Sultanov, title: “The method of crude production with multum contest in sand for its realization”;
5) Anar Bazmukhametova, title: “BEIBARYS-1” hydraulic device”.
On account of World intellectual property Day World Intellectual Property Organization (WIPO) established seven awards and certificates of honour for Kazakhstan inventors:
1) “WIPO award for the best inventor” –Zinesh Abisheva, title: method of processing viscous, resinous industrial products containing rhenium, osmium and organics;
2) “WIPO award for the best inventor” – Avis Latypov, title: 10 inventions in the field of mining engineering;
3) “WIPO award for the best inventor” – Kydyrali Bolmanov, for the collection of domestic toys;
4) “WIPO award for the best inventor” - Serik Shilikbayev – title: “Method of heating of flowing liquid in line – pipes hot water supply systems and heatings of buildings”;
5) “WIPO award for the best woman inventor” - Tatyana Mikhailovskaya, title: “Method of isoniazid processing”;
6) “WIPO award for the best young inventor”- Nursultan Asmatulayev, title: “Method of regeneration of asphalt concrete pavement”
7) “WIPO award for the best young inventor”- Zhamilya Abilova, title: “Research of biological potency of tamarisk elongs”.
By Eurasian Patent Organization awarded V.Blinnikov Gold medal “For contribution to inventive and patent branch” to Abduali Bayeshov, for the author of more than 980 scientific works and scientific – methological, scientific – popular works, including 22 monographies, books, textbooks.

The main the aim of carrying out of event is promotion and increase of inventive activity role at industrial – economic development of the country, as well as providing to the attraction of investitions to this sphere and introduction of prospect of developments to industrial sector.
At the awarding ceremony with a word of salution performed A.Amanbayev Deputy Minister of Justice, N. Abdibekov Vice – Minister of Industry and new technologies, A.Grogoriyev – President of Eurasian Patent Organization.
As guests of honor at awarding ceremony presented Parliament Mazhilis of RK Deputies like Kamal Burkhanov, Shavkat Utemisov, representatives of the Ministry of Education and Science, A.Mushkhadzhayeva Rector of Kazakh National University, Professor, People’s Artist, and our foreing representatives: A.Grigoriyev – EAPO President, N.Negmatullayeva – Director of National Patent information center of the Ministry of economy and trade of the Republic of Tajikistan, as well as representatives of Patent Offices of Russian Federation, Tajikistan, Ukraine, Belarus, Uzbekistan, Georgia.
Undoubtely the present at the awarding ceremony of international Patent Organization representatives one more time underlines that the Contest becoming more and more importance into innovation process, carrying out in the economy of the country, and from year to year more actively support inventive activity of our compatriots.
The establishers of this event noticed by main prize “Shapagat” statue as well as diplomas and money prized to compatriot inventoes eho with by their own developments and discoveries promotes to the realization of State Strategy of industrial – innovation development of economy of the Republic of Kazakhstan for years 2003 – 2015.
