On 16-18 October, 2013 in the resort area Burabai (Okzhetpes) was held a regional seminar for some of the countries of the Caucasus, the Baltic, Central Asia, Central and Eastern Europe on the application and use of certain flexibilities in the patent field. The event was organized by the World Intellectual Property Organization (WIPO), Committee on Intellectual Property Rights of the Ministry of Justice of the Republic of Kazakhstan (CIPR of the MJ of the RK) and the National Institute of Intellectual Property (NIIP), which was attended by about 140 participants, including 40 foreign guests, management and employees of the Patent Office of the Republic of Kazakhstan, patent attorneys, employees of the judiciary and higher education institutions.

The seminar examined fifteen different topical issues concerning the use and application of flexibilities in the patent field, constraints on their implementation in the region, as well as the issue of compulsory licenses, the exhaustion of the rights and perspectives of the pharmaceutical industry. The main speakers were: Deputy Director of the Department of patent law, as well as the head of the department of politics and issues related to legislation WIPO Mark Ellman, Legal Affairs Division of WIPO patent law Aida Dolotbaeva, counselor of the intellectual property of the World Trade Organization (WTO) Roger Kampf, Regional Advisor on Intellectual Property Rights, Trade and health of the World health Organization (WHO) Manisha Shridar, a Consultant on intellectual property Sergei Zotin, Head of the law and the international treaties of the National center of Intellectual property of the Republic of Belarus Julia Fedorova. The moderator of the final debate, the Head of the Section for Caucasian, Central Asia and Eastern Europe Countries, Department for Transition and Developed Countries of WIPO Saule Tlevlessova. In addition, presentations were made by representatives of the patent offices of the participants. From Kazakhstan were the Head of the Direction on examination of inventions and utility models of the National Intellectual Property Institute Guldana Ilyasova and Head of the normative-legal Division of the RSE National center for expertise of drugs, medical products and equipment of the Ministry of Public Helth of the Republic of Kazakhstan Tat’yana Mamaeva.

The seminar was held a solemn event dedicated to the 20th anniversary of the National Patent System of the Republic of Kazakhstan. At the ceremony with congratulatory speeches: Chairman of the CIPR of the MJ of the RK Abzal Yestayev, the first Chairman of the National Patent Office Tolesh Kaudyrov, Advisor to the Chairman of the Agency for Combating Economic and Corruption Crimes Lisa Stambekova , WIPO Director General Francis Gurry through video messages, as well as heads and representatives of patent agencies of other states : Armen Azizyan (Head of the Intellectual Property Agency of Armenia), Irakli Ghvaladze (Chairman of the National intellectual Property Center, Georgia) , Nicholai Covino (Chairman of State Intellectual Property Service of Ukraine) , Habibullo Fayazov (Vice-President of the Eurasian Patent Organization ), Saidgani Nasretdinov (First Deputy General Director of the Agency for Intellectual Property, Uzbekistan) , a delegation from the National Center for industrial Property of the Republic of Belarus (Julia Fedorova, Tatyana Kovalevskaya), the delegation of the State Committee on Standardization, Metrology and Patents of Azerbaijan (Zair Hajiyev, Ali Ismailov), the Delegation of the Republic of Tajikistan (Gennady Kupayi, Tavakal Malikov), etc.

At the ceremony on the occasion of the 20th anniversary of the Patent System, the Chairman of CIPR A.Yestayev awarded the Badge of Honor for the Committee and the Institute staff, patent attorneys and leaders in the field of intellectual property that contributed to the formation and development of the Patent Office of Kazakhstan. In addition, the Vice -President of the Eurasian H.Fayazov was awarded the gold medal named after V.I.Blinnikov "Contribution to the inventor and the patent case" the leading expert of the branch of the RSE " NIIP", Almaty, Vladimir Fedurin and inventor Toktamys Mendebaev , but on behalf of the Eurasian economic Commission for management and employees of the Patent Office of the Republic of Kazakhstan were awarded letters of appreciation for their cooperation .

After the meeting held a concert and gala dinner.
