WIPO National seminar on the PCT was held

The national seminar of the world intellectual property organization (WIPO) on improvement of the patent cooperation treaty (PCT): international filing system organized by the Ministry of justice and RSE "NIIS" was held in Astana on November 28, 2018

The main purpose of the event was to raise awareness of inventors of Kazakhstan in the field of international patenting under the PCT system.

The seminar was attended by patent attorneys, representatives of national companies, agencies, Universities, medical institutions of Kazakhstan and expert of the Eurasian patent office Nigina tagayeva.

The speakers were programme coordinator of the international cooperation Department of the PCT, WIPO Olga Krysanova, head of the Department of inventions, useful models and selection achievements of the RSE "NIIP" Altynay batyrbekova, and the head of Department on public relations of the Court of IFCA and the International arbitral centre of the Elvira Yausheva. The event was moderated by the first Deputy Director of RSE "NIIS" Kalia Bataeva.

During her presentation, Olga Krysanova discussed the main stages of application, international search, international preliminary examination, transition to the national phase and some features of the national phase in some countries, the term of the PCT system, consideration of the method of electronic filing through the e-PCT portal, and statistical indicators of countries on the number of applications submitted. In addition, the speaker noted the positive dynamics of Kazakhstan in accordance with the global innovation index 2018, published on the WIPO website, and the results of which by the criterion of "efficiency" Kazakhstan took 111 place (116 place in 2017), and the overall assessment (from 0 to 100) – 74 place (78 place in 2017).

Altynay batyrbekova made a report on the functions of RSE "NIIS" as the receiving office for the PCT system, requirements for the application and priority, amendments to the application . Elvira Yausheva highlighted the Activities of the court of the IFCА and the International arbitration center, including the consideration of cases on intellectual property.

At the end of the seminar, a round table was held, where the speakers answered the questions of the participants.
