On September 9, 2019 in Nur-Sultan, the Republic of Kazakhstan, a Diplomatic Conference was held on the Adoption of the Protocol on the Protection of Industrial Designs to the Eurasian Patent Convention of September 9, 1994. (Protocol for the Protection of Industrial Designs). It is symbolic that the adoption and signing of the Protocol on the Protection of Industrial Designs took place on the day of the 25th anniversary of the signing of the Eurasian Patent Convention.
The diplomatic conference was held with the participation of government delegations of all Contracting States: Azerbaijan, Armenia, Belarus, Kyrgyzstan, Russia, Tajikistan, Turkmenistan and Kazakhstan, as well as the delegation of the World Intellectual Property Organization (WIPO), the European Union Intellectual Property Office, the European Patent Office, and representatives of National Patent Offices and organizations of different countries, laureates of the Eurasian Prize in the field of invention, as well as veterans, who have made a significant contribution to the creation and development of the EAPO.
As honored guests the event was attended by the Minister of Justice of the Republic of Kazakhstan Marat Beketayev, President of the Eurasian Patent Office (EAPO) of the Eurasian Patent Organization Saule Tlevlesova, member of the Senate of the Parliament of the Republic of Kazakhstan Kanatbek Safinov, Director of the Department of Developed and Transition Economies of the World Intellectual Property Organization Michal Shvantner, Deputy Executive Director of the Foundation of the First President of the Republic of Kazakhstan - Elbasy Igor Rogov.
The Protocol on the Protection of Industrial Designs was developed by the Eurasian Patent Office in conjunction with the EAPO member states and aims to create a Eurasian system of legal protection for industrial designs at the regional level, which will simplify the procedure for obtaining patents outside the Republic of Kazakhstan and reduce administrative and financial burdens for applicants. A similar system has been in force for inventions since 1994.
"The signing of the Protocol on the Protection of Industrial Designs is a historic event in the field of intellectual property and is the result of fruitful cooperation between the countries of the Eurasian space. This will create a regional system of legal protection for industrial designs on the basis of a single patent for eight States parties. Thus, with such an agreed legal system, the number and quality of industrial designs will undoubtedly increase,” said the Minister of Justice of the Republic of Kazakhstan, Marat Beketayev, before the opening of the conference.
The diplomatic conference was opened with welcoming remarks by the President of the EAPO, Saule Tlevlesova, who thanked the Republic of Kazakhstan, represented by the Government, for the hospitality and assistance provided in holding the event significant for the Eurasian region.
WIPO Director General Francis Garry addressed the guests and participants through a video message, where he thanked the EAPO for many years of partnership and wished great success on the occasion of the 25th anniversary of the EAPC and the holding of a diplomatic conference.
Minister of Justice of the Republic of Kazakhstan Marat Beketayev was elected Chairman of the diplomatic conference. Chairman of the Board of the intellectual property Agency of the Republic of Azerbaijan Kamran Imanov and head of the Federal service for intellectual property Grigory Ivliev were elected as Vice-Chairmen of the diplomatic conference.
In accordance with the existing powers, the Protocol on the Protection of Industrial Designs to the Eurasian Patent Convention of September 9, 1994 was signed by representatives of the delegations of the Azerbaijan Republic, the Republic of Armenia of the Kyrgyz Republic, the Republic of Kazakhstan and the Russian Federation.
In addition, more than 15 winners of the Eurasian prize in the field of invention were awarded in various nominations: for invention in the field of human life and health protection, in the field of development and improvement of production technologies, in the field of high-tech and advanced technologies, in the field of technologies that improve the quality of human life", in the field of information technology and communications, for many years of inventive activity and the active use of the Eurasian patent system, foreign This inventor, as well as the V. Blinnikov Gold Medal “For Contribution to Inventive and Patent Business”, established in honor of the first president of the EAPO V. Blinnikov
The winners of the Eurasian prize from the Republic of Kazakhstan became the RSE "National Center for Biotechnology" of the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan, as well as the 12th grade student Nazarbayev of the Ust-Kamenogorsk Intellectual School Bakhyt Zhanasyl with the project: "The prototype of the rescue robot transportation of people during hydrological disasters".
It is worth noting that Marat Beketayev was awarded the highest award of the Eurasian Patent Organization, a gold medal named after V.I. Blinnikova "For his contribution to the inventive and patent business".
Adoption of the Protocol on the Protection of Industrial Designs expands the functions of the Eurasian Patent Organization in the field of legal protection of industrial property objects and is aimed at increasing the attractiveness of the Eurasian patent system in the interests of its users and for the benefit of the EAPC member states.
