11 September, 2020

MOSCOW - NUR-SULTAN, September 10-11, 2020, the thirty-sixth (twenty-seventh regular) online meeting of the Administrative Council of the Eurasian Patent Organization (AC EAPO) was held with the participation of the Ministry of Justice of the Republic of Kazakhstan.

The AC EAPO meeting was held with the participation of Plenipotentiaries of the Member States and their deputies, including Director of the National Institute of Intellectual Property MoJ RoK (KAZPATENT) Yermek Kuantyrov, who is also Deputy Chairman of the AC EAPO. The delegation was attended by Director of the Department for Intellectual Property Rights MoJ RoK (DIPR) Meirzhan Tulepov, Deputy Director of the DIPR Assemgul Abenova and Deputy Director of KAZPATENT Makpal Shugaipova.

During the meeting, the Kazakh side voiced its position on a number of key issues of the EAPO's activities and Kazakhstan's interaction with partner countries in the field of intellectual property: "In his September Address to the people, President Kassym-Jomart Tokayev noted the importance of strengthening the judicial corps, including in the field of intellectual property protection. This issue is relevant for our country, as Kazakhstan is in the top three in filing applications for Eurasian patents among the EAPO participants.", - said Mr. Kuantyrov.

It should be noted that during the discussion of the results of the past year work, the participants expressed gratitude to Kazakhstan for successful holding of the Diplomatic conference (September 9, 2019, Nur-Sultan), under which the Industrial Design Protocol was signed. The Protocol is planned to be put into effect in early 2021, which will become the basis for obtaining a single Eurasian patent for industrial designs.

Measures aimed at further improving the activities of the EAPO were also discussed during the online meeting. In particular, it was announced that due to the painstaking work carried out jointly with the World Intellectual Property Organization (WIPO) and foreign patent offices, the Eurasian Patent Office of the EAPO will become an International Searching Authority and International Preliminary Examining Authority in 2021.

In addition, within the framework of the meeting, by the decision of the AC EAPO, the Gold Medal of V.I. Blinnikov “For contribution in inventive and patent work” were awarded to the inventor, Doctor of Medical Sciences, Professor, Academician of the National Academy of Sciences of the Republic of Kazakhstan and the Russian Academy of Sciences Toregeldy Sharmanov and Satbayev University, known for its developments in the field of mining and oil industry.

The Republic of Kazakhstan is one of the eight Member States (as the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan and Turkmenistan), which signed the Eurasian Patent Convention on September 9, 1994. By the way, this year the Eurasian Patent Organization celebrates its 25th anniversary.

The main function of the EAPO and its patent office is to provide legal protection for inventions based on a single Eurasian patent valid on the territory of all Member States of the Convention.
