Mazhilis held a retreat session of the on intellectual property issues in Kazpatent

A retreat session of the Committee on Legislation and Judicial and Legal Reform of the Mazhilis of the Parliament of the Republic of Kazakhstan in the format of a round table on measures to improve legislation in the field of IP protection in the Republic of Kazakhstan was held in Kazpatent on June 22.

The session was moderated by the deputy, chairman of the Committee on Legislation and Judicial and Legal Reform of the Mazhilis of the Parliament of the Republic of Kazakhstan A.T. Kozhakhmetov. The Minister of Justice of the Republic of Kazakhstan M.B. Beketayev made a welcoming speech. He noted that within the framework of the draft Concept for the development of the field of intellectual property for the period from 2021 to 2025, tasks are envisaged to strengthen the protection of intellectual property rights. And he expressed confidence that the recommendations developed based on the results of the Round Table will affect the effective implementation of tasks in IP issues in Kazakhstan.

President of the Eurasian Patent Office (EAPO) S.Y. Tlevlessova in her welcoming speech noted that since 2021, a new interstate system of legal protection of industrial designs has been introduced in the Eurasian patent space, which has opened up new areas of cooperation between the EAPO and countries and regions of the world.

The online meeting was attended by international and national experts on IP issues, representatives of government agencies, the Astana International Financial Center, Nazarbayev University, KazGUU, Astana Hub, patent attorneys of the Republic of Kazakhstan and Collective Management Organizations.

Within the framework of the event, consisting of two main sessions "Improving the IP system in Kazakhstan" and "Global challenges: the demand for IP rights", issues of the national system for the IPR protection as well as current trends in international experience were discussed.

The deputy and member of the Committee on Legislation and Judicial Reform of the Majilis ofG.K.Bizhanova , gave a presentation on legislative initiatives in the field of intellectual property.

Vice-Minister of JusticeA.E.Akhmetova made comments on the introduction of an oppositional system in Kazakhstan for the registration of industrial property objects.

The results of the analysis of Kazakh legislation and international experience in the sphere of intellectual property were shared by Jonathan Radcliffe, a partner of Reed Smith’s IP, Tech & Data Group, an international expert specializing in patent litigation, and intellectual property policies.

Deputy Head of the Department of Expertise – Head of the Department of Chemistry and Medicine of the EAPO, A.V. Cheban presented the practice of applying the mechanism of compulsory licensing for patents in relation to medicines in the Eurasian space.

Supreme Court judge, I. A. Kalashnikova answered questions about judicial practice in disputes in the field of intellectual property rights.

Rector of the Academy of Justice at the Supreme Court Z.K. Baimoldina shared her opinion on the prospects for the development of education in the field of intellectual property in Kazakhstan.

The successful examples of commercialization of the results of scientific and technical activities of domestic scientists were told by the Chairman of the Board of JSC “Science Foundation” A.A. Orsariyev.

During the active discussion, the address of the Honored Worker of the Republic of Kazakhstan T.A. Kabatov on behalf of all representatives of culture and art on the regulation of issues related to author's remuneration was heard.

They also voiced proposals for further improvement of the intellectual property sphere in Kazakhstan, which will be reflected in the recommendations of the deputies.Within the framework of the event, Director of Kazpatent Yerbol Ospanov conducted a tour of the office, told about the activities of the department and introduced the guests to experts.
