From 26 to 28 August 2021, Kazpatent hosted the IX International Forum "Anti-counterfeiting-2021" in a hybrid format, organized by the Government of the Republic of Kazakhstan, the Eurasian Economic Commission and the International Association "Anti-counterfeiting".
The Anti-Counterfeiting Forum is an open platform for discussing the issues of countering the illegal circulation of products with protected intellectual property.
The key topic of this year's event was the protection of intellectual property in a new reality. In total, 625 participants were registered for the 2021 forum.
The start of the Forum was marked by a plenary session, moderated by the Vice Minister of Justice of the Republic of Kazakhstan Akerke Akhmetova.

The welcoming part of the meeting was opened by the participating online First Deputy Prime Minister of the Republic of Kazakhstan Alikhan Smailov. In his speech, Mr. Smailov noted that the issues discussed at the Forum are global in scope and require the search for constructive solutions, including in the pharmaceutical industry. So, in 2020, more than 15 million units of counterfeit pharmaceuticals and medicines were identified on the territory of the countries of the Eurasian Economic Union (EEU). In addition, over the past 5 years, more than 52 thousand administrative violations in the field of intellectual property have been recorded in the EEU countries. All this has a negative effect on entrepreneurs and intellectual property owners, and is a threat to public health.

Ruslan Beketayev, Member of the Board (Minister) for Economy and Financial Policy of the Eurasian Economic Commission (EEC), giving a welcoming speech, highlighted the work carried out by the EEC, including on the annual monitoring of law enforcement practice. In 2020, in a number of countries of the Union, the improvement of the national legal framework in the field of protection of intellectual property rights was carried out. Mr. Beketayev emphasized the need to sharpen special attention to the active growth of online commerce, resulting from the epidemiological situation with COVID-19. According to the national rating agencies, in 2020 the level of online commerce in Armenia increased by 70%, in the Republic of Belarus - by 40%, in the Republic of Kazakhstan - by 82%, in the Russian Federation - by 58%. The increased demand for online commerce contributes to the growth of counterfeit goods through the Internet.

Saule Tlevlessova, President of the Eurasian Patent Office (EAPO), welcoming the participants of the Forum, noted that the threat of counterfeit goods circulation may also refer to inventions and design. Ms. Tlevlessova announced that the intellectual property market is growing by 10% every year, and the economy of intellectual property takes on average 3% of the countries' GDP. In her speech, the President of the Eurasian Office proposed to develop a regional strategy in the field of intellectual property and a unified approach to regulating the issue of combating counterfeit products in the region. In addition, Saule Tlevlessova stressed that the promotion of knowledge in the field of intellectual property and work with the young generation of the region, which numbers 52 million people under the age of 20 in the territory of the EEU countries, will affect the effective prevention of the appearance of counterfeit products.

At the end of the welcoming part of the plenary session, a video message from the President of the International Anti-Counterfeiting Association Aslambek Aslakhanov was made. Mr. Aslakhanov greeted the participants of the Forum, expressed gratitude to the Government of the Republic of Kazakhstan for organizing the event in Nur-Sultan, spoke about the activities of the Association, which since January 2021 launched a hotline on the territory of the constituent entities of the Russian Federation in order to create a unified service for receiving applications from citizens, representatives business community on the issues of illegal circulation of illegal products. According to Mr. Aslakhanov, the volume of applications received for the hotline indicates the interest of citizens in the fight against counterfeit.

During the work of the plenary session, Vice Minister of Trade and Integration of the Republic of Kazakhstan Kairat Torebayev also spoke and outlined several important facts related to the topic of the Forum. Thus, the share of counterfeit products in the world trade turnover, according to the WTO, is 500 billion US dollars. According to OECD estimates - 600 billion US dollars. This undoubtedly negatively affects fair competition, that is, an entrepreneur who could justly receive this profit is forced to compete with counterfeits of his own product, which, according to Mr. Torebayev, fundamentally violates the principles of economics.
Erna Ayriyan, President of the EEU Court, who spoke during the meeting, introduced the participants to the activities and practice of the EEU Court, including in the area of infringement of intellectual property rights.

The meeting was also attended by other representatives of state bodies and other organizations of the EEU member states.
Following the results of the plenary session, the ceremony of awarding badges from the International Association "Anti-counterfeiting" "For merits in the fight against counterfeit" took place.
Within two days, 10 sessions and a Youth Forum were held with broadcast on social networks. On August 28, an online marathon of experts took place.
