Sir,

I have the honor to refer to the Regional Seminar for Certain Caucasian, Central Asian and Eastern European Countries and Central European, Baltic and Mediterranean Countries on the Implementation and Use of Several Patent-Related Flexibilities, dedicated to the 20th Anniversary of the National Intellectual Property System of the Republic of Kazakhstan, held in Astana, from October 16 to 18, 2013.

I was informed that it was a great success, characterized by constructive discussions and valuable exchanges of experience among participants on the practical issues relating to the implementation and use of patent-related flexibilities.

The World Intellectual Property Organization (WlPO) was, indeed, pleased to support the Government of the Republic of Kazakhstan in organizing this event which owes its success to the excellent organizational arrangements put in place by the Ministry of Justice of the Republic of Kazakhstan, the Committee on Intellectual Property Rights of the Ministry of Justice of the Republic of Kazakhstan and the National Institute of Intellectual Property.

Please accept my sincere appreciation and gratitude to you and your colleagues for the warm and generous hospitality extended to Mr. Marco Aleman, Acting Director, Patent Law Division, and Head, Policy and Legislative Advice Section, Mrs. Saule Tlevlessova, Head, Section for Caucasian, Central Asian and Eastern European Countries, Department for Transition and Developed Countries, and Ms. Aida Dolotbaeva, Legal Officer, Patent Law Division.

I would like to take this opportunity to reiterate my commitment to further enhancing the excellent cooperation between WIPO and theRepublicofKazakhstan.

Accept, Sir, the assurances of my highest consideration.

Francis Gurry
